Low cure additives and fast flash inks

Okay ink gurus.
A board buddy and I were just talking about this characteristic.
Is there a down side to fast flashing inks or additives, and if not, why aren't all inks made this way? Is there ever a time when one would rather wait for 10 seconds rather than 5?

And, why would we want to cure at 310 if 290 does it?
My first thought is cost, but is this additive's cost a significant factor? $60 a gallon used as a 5% addition doesn't seem like much.

fast flash may reduce fastness.
