when in doubt, wikipedia...
http://en.wikipedia.org/wiki/Blue-green  it gives the cmyk, not the pms, so you will have to translate it.

You might have to get some crayola brand crayons for reference...

Which side of the of color does she want the most, it could lean more on the blue or green, more on the green side I would use more green like bright green or kelly and some royal blue with white ink, anyway that's a start.

I wouldn't touch it with a ten foot ink knife without nailing her down with either an example or a PMS as an approximate target.

Then, Royal and Yellow may be my first experimental starting teamates if I didn't have Cyan or Process blue (to which I would add green)

Frog wins the answer of the day.  She has to give you a PMS number to shoot for.  Without a target how do you know if you are even getting close to what she expects?  That's like telling you to print blue. Navy, Royal, Powder, ...you get the idea.
If it's so easy, you do it.

That's what they all say until they don't like it.  ;D Have her to select a PMS #.

Or at least, have her sign off on your mix

I hate custom mixing inks for short runs, dang near a waste of good time, but if you got to do it   do it...Hey frog why mix yellow? I know yellow and blue makes green, but for blue green.

More blue, less yellow makes a bluer (is that really a word) green, more yellow, less blue makes a greener blue... and yes, either show her a PMS chip and charge for the custom color, or show her the closest match you have without the charge. Either way, you'll get paid in the end.
