Flash Dryer Problem

I have a Flash that was not working so I took it apart to see why. The wire inside the insulation had broken so I fixed it. Well when I put it back together and plugged it in only half of it works now. Does anyone have an idea what the problem may be. I have continuity from end to end.

If the flash has 2 elements run off of the same incoming lines you may be measuring through the good side..??

Does that make sense..??

In other terms, if you only have a hot, neutral, and ground (input), but 2 elements in the panel... And the hot and neutral read continuity, 1/2 of the panel is burnt up...

Unfortunitely this means you need a new panel... :(
