Temp was around 360. I've never had this happen at that temp.

too much heat or are using a new white? we have had that problem before but usually with cheap whites that may have a bit of puff in them?

Was it 360* on the temp dial on dryer or was the ink 360*  It looks like it was fleece and could have been way too hot if the dryer was set for tees?

My first guess, and for some reason reds are the worst at it, and so is fleece.

Too much heat, 50/50 inks do that to me if I forget to make an adjustment to my dryer. You can use a heat press and a teflon sheet to smooth out the print.

Rutland snap white the red was union ultra. I've been running snap white for over a year and never had this happen. This was on tees.  I turned the fleece down

that is a Shirt pile of ink and we see the same when we over heat the ink deposit.
As Endless said a heat press will solve the problem, about 275 deg 7 seconds at moderate pressure.
If you use  parchment paper (baking paper) instaed of teflon sheet you will get a dull finish instead of a glossy finish from the teflon.
The hand will be real soft and nice.

donnie, i like that"gas bubbles"   its caused by to much heat as everyone confirmed  its the dulling paste or small small amount of blowing agent in the chemistry of the ink blowing out with the heat.. you made me smile for the first time today..
