Sounds like you may have some of the other snap to options selected?

o.k.@ fluid i found it under tools+workspace+snap to objects option were all deselected
i choose select all and voila it worked
now i remember when i installed coreldraw some instructor suggested to choose deselect all
because it will conflic with the shape tool performance
How do you set yours to select all or deselect all?
thanks fluid

If I am understanding your correctly with a document open,  go to View on the menu bar and you will see the list of all the Snap To options along with their hot key assignments.  I use hot keys (shortcut keys) to turn on and off Snap to Grid, Snap to Objects & Dynamic Guides.

To make things faster I added a Snap to Guidelines button to my property bar for turning on and off when needed.

I keep everything turned off until I need to use the function. As mentioned by keeping turned off, snapping doesn't interfere with my freehand drawing.
