Do these folks give blanket permission to use their logos when used by a business that uses and promotes the use of their services?

Most of the social media companies have similar pages to FB's where they spell out the rules for how to display their logos online or in print. The rules range from common sense to persnickety.

Damn, I may put it on the client to study those pages, I'm too old to read that much! LOL!
Bottom line, is something like this on a shirt common nowadays? I'm a little out of it as I don't market my business that way at all.

Facebook doesn’t permit or license its trademarks, logos or other intellectual property for use on merchandise or other products such as clothing, hats or mugs. In certain circumstances you can use the “f” logo on product packaging, but you need to follow the guidelines of use.

Of course the comeback from potential clients is "these icons are available on the internet for us to put on our websites and other places we promote where to find and follow us".
In fact, daily reporting about Donald Trump has made the Twitter logo somewhat ubiquitous on the television.
Could it come down to whether a T-shirt is just apparel merchandise or if it is advertising?

This is one of those weird edge cases.

Legally - printing that may constitute infringement.

In practice - none of them will ever sue over usage like that because
A) it's bad press. Facebook sues small business over using their social media icon! no way.
B) their business model relies on us promoting their brands for free. they might be more pissed if they got left off rather than included

if you print a shirt with a big ass facebook logo and nothing else
yeah you're asking for it.
