Radicure not heating up properly

Wanted to try and start troubleshooting today/tonight...

I have an M&R Radicure Dryer. Although the heat control temp says it is heating up, it is not heating to the desired temperature. "Heat Panel" lights are flashing and green light at the top is on. What could this be?

4 panels with 3 Phase Electric

I can normally stick my hand up to my wrist into the front of the dryer for a few seconds....Friday, when I figured out that there was a problem, I could stick my whole arm in and then temp was ready 1000.

 Check power see if you have all the 3 phase legs.   Each leg to ground. At dryer. If not back track.

Typically there is only one thermocouple in the electric dryers.  The thermocouple is reading the temp from one panel and the other panels work like drones.  They will turn on and off as commanded. If a drone panel is out/broken or the relay/trial/gate circuit is broken the drone panel will not fire as commanded by the measured panel.  The temp will still read 1,000 as the panel with the measuring device is still functioning correctly. (Many dryers are built this way)

how do i go about troubleshooting this? If I point my laser gun at the panels, realistically...what should it read?
I wonder which is the main panel.

I wonder which is the main panel.
the second panel is the panel with the thermocouple inserted. Sound like you either have an incoming power issue or a relay out. Don't know how old the dryer is but the panels have been known to last for years in the teens so that is not where I would start. Any real electrician who can read a schematic can tell you what is wrong in a matter of minutes

About 13 years old. Except for the one brand new pa el inserted when I converted to 3 phase.

Is the dryer wired and numbered to our 3 phase schematic? If not we do not have the ability to troubleshoot over the phone. I would call a local electrician.

Yes. The tech who installed the new G3 in December of 2015 rewired the radicure.
