I personally would not run just one white under flourescent orange. I don't believe it will be bright enough to make the orange POP the way you want it to.But it also depends on what your customer expects. Some shops are just fine with white base/flash/flou orange/highlite white. Some whould'nt even do the highlight white....Personally I would bite the bullet and rotate the job. White base - flash - white base - flash - Orange.In house, we would run two white bases and a highlite white to keep the edges clean and the print crisp and bright.Do you happen to have a manual flash anywhere that you could sneak into your press?
White, on a 100/55, flash, orange, put on the belt. If the white areas were larger we'd have to add a top white but I am about 99% sure we could one-hit the white on that design and as long as you have at least some opacity on the orange ink it would pop with just one layer of white. But if you don't have a 100/55, or a double beveled blade, or a good white ink, or some practice at doing one-hit stuff then revolver mode is probably your best bet.
