How would you print this

This is for a band, of course they are on a budget. How can we keep the metallic and chrome effects intact without using actual metallic inks?

Hey man, it is like we have the same clients haha  :)

I would do dark gray water base, clear discharge underbase, then either water base or plastisol (or a combo of both) for the highlights. That would work for us. When you say metallic inks of course they are not going to get the "shimmer" or sparkle of metallic water base but that discharge base does make plastisol pop more if using bright, opaque yellow.

So, to make sure I understand the art:  That is designed to be 2 solid colors?  No swirls from the metallic effects?

Use matsui's Metallic binder silver and gold.  2 stroke silver /flash/2 stroke gold.  Done.

But that is the problem. I think they want everything but not the price of metallic inks. And being in Japan I am not sure what Matsui cost for the metallics but Matsui is a Japanese company, correct?

Rockers, do you have waterbase pigments?  You can tint the silver to a gold shade.  Saves you the cost of purchasing another ink.

And yea, I would assume you can get Matsui in Japan......
