Ink mixing issues

Using the Rutland C3 system and I am having a difficult time with the Black pigment. I can stir a quart for 30 minutes and continually turn the ink and still get streaks on press from the black pigment. It does not want to break down and mix. Any Ideas?

I second this with Matsui waterbase. Doesn't matter how much you stir it or even strain it with a pantyhoe, it sucks. BUT, I think the straining
helps
a bit. I have still had some streaks though.
