I don't think that you will find a water based ink that has any durability. The only one that stands a chance from a company like Naz Dar would be their 2700 series, but I think that it's the solvent 9700 that they would recommend. When I printed flat stock and odd plastics, we usually went for inks that had some "tooth" to wear well.
There are also some UV cure inks that I have no experience with.
