If you find no one closer, these SoCal guys were reported to mix quarts years ago on the old board.

I believe Nazdar will mix a quart or at least they used to.

Not sure if we are too far apart from each other for shipping but I could mix ya some qts. of WFX EPIC with the standard base.
Qts are harder to mix with accuracy if you do all the mixes on the gallon scale. Most gallon scales read out to 0.x and you really need 0.xx read out to be consistent with qt. mixes without taking too much time to do it. That means another, smaller scale needs to be in house. You also are dealing with super tiny amounts of pigment which can be tedious.

Call MelRay up in sunny Crescent City:

They carry WM Plastics and Triangle Ink (also Matsui, which is what I've bought from them). If you can wait 'til Thursday, they deliver down here in O-Town for $7.00. Otherwise they'll ship it, or if you've got 3 hours to kill, you can drive up there on 17-92 and get it. Once you clear where US 92 cuts east over to Daytona, it's like driving through Georgia . . . bunch of small towns and no traffic . . . a nice drive.

Topic sorted, all is well.
A little off topic, but still relevant:
Mixing ink in small quantities is never any fun.
I keep some toothpicks handy for that .02 of pigment.
It takes a few dabs, but it's worth it.
* make sure you stir it up first, lol
