Title: I need help again

First I thought that I just needed help with the bottom line because I thought that the top was simply Blippo, but, turns out I need both.

Yeah, almost the same as Blippo. I think that it is Blippo with modified "L"'s and "S"'s.  That's what I did, and that's what he gets!
In fact, he just told me anything close. Apparently a replacement vest for one he was given that does not fit. (subcontractor without access to official company art)

It almost looks like it's a combination of maybe 2 fonts or a 'magic' one not found yet.
