pallet tape with standard glue?  I haven't printed a seam print in a while, but when I did it was over some foam from joann's with pallet tape on top.  worked well enough.

Yup pallet tape on top. Actually we tried Danny G's technique, bought a roll of 3/8" bubble sheeting from Uline, spray tacked that to pallet tape covered pallets, trimmed the edges, then covered that with pallet tape using spray glue both on the top of the bubble sheeting and the pallet tape glue side, cut the center notch and rocked out 500 zipper hoodies with a 4 color discharge print, 1 flash involved in the mix too and didn't hurt the bubble sheeting at all. It all peeled off the original pallet tape that was covering the pallet surface nice and easy in one sheet too.
