I don't always agree with my friend Joe on everything (primarily due to the fact that aqueous inks change the the game up a bit) but be prepared for an eyeopener. Its on the M&R forum

Love it, since working with Joe the past year, no doubt we've changed a few things at our shop and have reaped the benefits.  I still believe in taking any mesh count up to it's recommended level from the manufacturer which on thicker thread mesh is almost always higher than 25 newtons.  Most of our mesh happens to max out at 23-28 newtons right now so the majority of our screens are around 25 these days, and not 40.  But that has more to do with thin thread mesh than tension philosophy changing.  Our press is calibrated to run high tension screens and "lower" off contact, most are not.  Our OC has come up since using thin thread mesh and the lower tension levels.  THIN THREAD RULES!
