I may get illustrator just so that I can open these files. How should I tell customers who use Illy , how I need the file? I almost feel dumb telling people I don't have it.

You could ask them to to uncheck the default "Compress" box when they save it.
You could ask them to convert it to pdf or eps.
That rug really tied the room together, did it not?

its probably worth having a copy, even if its a few versions old as you could atleast tell them you need in CSX. Plus it will help to verify that stuff didn't screwed up in translation. I primarily use mine to output films as i think it does a better job than corel, plus when I need to merge everything, Illustrator is far superior in that regards and the selecting same colors too. Oh back to the original question, a copy will probably do you some good or like Frog said and have them send an EPS or PDF.

I know I'll catch some crap for this, but you are dumb to not have it if you are receiving files all the time and can't work with them. (I know you're not dumb) Buy and older copy off eBay and be done with it. I'll know everyone is happy with Corel Draw, and it's a great program for sure, but I almost never get CD files, maybe a dozen or so since I started digital in '90. Most designers out there are using Illustrator, at least in my experience, so if you're dealing with marketing and promotional companies, you're going to see a lot of Illustrator files.

With so many folks subscribing to the "Cloud" I suspect you will start to see many more files as CS6.....

One of us here runs CS3, though I like CS5, so I wouldn't go earlier. If you get a file that comes from a newer version, there is a work around that takes about 10 seconds...
