I have a customer that sends her Art out to get it done and then it is sent to me. The problem is the guy does everything in Layers and it takes for ever to size it and most of all print it out. Anyone have any suggestions?

Ask to speak with the artist directly, and give him your preferences/requirements.

Depending on the artwork maybe send the merged Photoshop image to a vector service company. They will convert it to vector file with spot colors for around $15.-$25. Charge customer accordingly. First call the artist and tell them what file you need.
