looks like High Density ink to me . . . somewhat translucent? Could be colored gel.

Ive sen that effect on popular sports retail stuff like Nike, Reebok etc. Always wondered how they accomplished it, someone once told me Nike printers over seas will print a dozen layers with out batting an eye.

I thought high density too. One really needs to charge a lot for that, it's slow, tedious, and expensive. 10 or 20 times the amount of ink you usually lay down, plus making the stencils, proper seps (each subsequent layer choked). Obviously it can be done, but which of your customers will pay for it? We did some about 10 years ago, and people loved it, but no one wanted it. I think it needs the right market.

It's difficult to judge based on the small picture but if it's what I think you're talking about, made well known by the old Ecko shirts, it's Silicone Ink. See:
http://dgruike.en.alibaba.com/product/723983757-215326663/textile_heat_transfer_printing_silicone_ink_for_thick_plate.html
It's used a lot in printing overseas, especially in Asia.
