Is that plastisol ink ghost or WB ink ghost, I've had some screens do that and it was due to not cleaning the screen good, once you clean your screen spray water over them and you will see the ghost image still if the screen is not clean good and that image might show up in your fresh emulsion screens.
Don't water down the dehazer, use it straight and let it sit on the entire screen for about 1.5 minutes then finish the reclaim process. We use 701N from easiway and it works well, I keep a one gallon of 415N from them on hand in case I have any issues like this. That stuff is caustic and dangerous but will clean the crap out of anything.
