Carousel Noise

Press is a Diamondback S
Prints fine, no give anyplace that I can tell by hand. Indexes smooth. Only makes this noise when I spin it by hand. The sound is a little exaggerated because I put my lav mic close to pick up the noise.
Any thoughts. I have sent this to my contact at M&R, but also wanted to ask here.
Thank you

Definitely a slip stick condition between a rotating and non rotating mating part which tells me you have a dry bushing or dry sleeve bearing somewhere.
