Do Neon Pink shirts require an underbase?

I have to print light blue (similar to carolina Tar heels light blue) onto a 50/50 american apparel HEATHER NEON PINK shirt (aa style# BB401)
Will this require an underbase or can i print the light blue right onto it?
pic of shirt attached (one with camera flash and one without)..had to put pdf..for whatever reason a jpegs arent working and the jpeg was not too large.

If it isn't a Pantone match, but just needs to be close you can probably do this with a one hit or pfp with just the blue depending on your setup. Mix the blue with a little low bleed white to make it a little lighter than your target shade and add opacity. Use a low mesh (I would use 83/71 in my shop if that art allowed it) and use a higher eom stencil. Should be fine without a base. If you need to Pantene Mathcad or the art has detail that won't work with the low mesh you would probably be best off underbasing.

These days, we don't play around with any possible bleeders, and always UB, with Rutland super poly white. Better safe than sorry. Some of these things will bleed a day after they are in the customers hands.
