Calibration issue

Hey There, hoping maybe someone may have some insight or suggestions on what could be going on here
Synopsis:
Harlequin Rip v 7.1
Avantra 25S Image setter
X-rite Densitometer
#OneNetwork Film, Dmax requirements 4.1-4.4

Exposure sweep: Based on readings, exposure of 300 gives density of 4.48 and a 60% reading at 50% target strip. Uncalibrated target holds density at 4.48 and tonal readings are within tolerance. When readings are applied for calibrated target the tonal readings are good but the density drops to 3.07. Not sure if there's a default setting or something in the target set up that's causing the Dmax to drop. Any advice or suggestions would be much appreciated...

We image large format film on an Epson P9000 without the use of specialized black ink cartridges for film. Not very good dMax values at all,  but by disabling ICC profiles we get a more opaque ink deposit. Maybe not what you are looking for, just putting it out there.
