what type of dryer? what is the length of the heating chamber? how fast will you be running the belt to keep up with production? How big is the print and is it tiny details or large areas of ink?
questions like this get brought up a lot on here and just like people asking how long it takes to expose a screen, there are lots of variables at play that make it so there is no "right" answer. You will need to test based on your setup by washing the garment after curing, and optimize your settings to keep up with production while also fully curing the print. Generally speaking, waterbased inks are cured when the water content of the ink has been fully evaporated. This is not strictly a function of temperature, but also time at or above the evaporation point of water (212F or 100C), and things like airflow will speed up the process.
